People who work in charity jobs may agree with the comments of an expert, who claimed that generous helpers must be allowed to do their job with a greater degree of freedom.
Angela Smith, minister for the third sector, suggested that restrictions on collectors going about their business are unfair.
She said: "Poppy collections are not annoying - they are raising money for people who have served their country. There is no greater cause."
Ms Smith went on to praise the efforts of voluntary workers, adding: "Every reasonable charity collector in Britain should be free to rattle their tins."
The remarks follow reports that some Poppy collectors have been unable to make such gestures in their communities.
According to the Royal British Legion, the 2009 Poppy Appeal is aimed particularly at the current generation of armed forces - plus their families - serving in Afghanistan.
The nation recently observed a two-minute silence on Remembrance Sunday.
